Philip M. Phibbs served as President of the University of Puget Sound (1973-1992), in addition to holding positions as Chairman of the National Association of Independent Colleges and Universities (1982-1983) and President of the National Association of School and Colleges of the United Methodist Church (1985-1986). Phibbs also taught courses in Politics and Government while at the university.

Under the leadership of President Phibbs, the Puget Sound Board of Trustees formally resolved that the University's priority would be to become a national liberal arts college. During the 1980s, the University focused on positioning itself nationally and on raising academic standards, in part by reducing enrollment. Additionally, most of the satellite campuses were phased out, with the exception of the law school.
